Yes, if you look at the comments in the file, you'll see:

% Lilypond >= 2.11 changed the spelling to \addQuote, so use the following 
command instead
% \addquote vIQuote { \vI }

There's a typo, of course, but the text clearly indicates that lilypond >= 
2.11 uses \addQuote instead of \addquote
