To make scores, use CKE editor with its LaTeX syntax coloring.

although I'm not familiar with Windows Mobile, I think this is
achieveable (AFAIK LilyPond has already been able to run on
ARM-powered systems, including Linux-based mobile phones such as
FreeRunner or Android)

That being said, compiling a "real" score requires a great deal of
computing power and (mostly) RAM amount.
