Allowing empty space at bottom of page

I'm doing a score which has more than one movement, and I want to start
each movement on a new page. I'm using manual page breaks all the time,
and one movement (not the last) ends with only 4 lines on its last page.
To begin with, when it was the last movement (before I added another
movement after it), the 4 lines were positioned at the top of the page,
nicely spaced, with a lot of blank space below. When I added the next
movement, the 4 lines became spaced evenly over the entire page, which
looks bad. I've tried some of the vertical spacing options, but none of
them fix this.

How is it possible to make lilypond position the lines on that page in the
same way as if it was the very last page of the whole document, i.e. with
the 4 lines top adjusted and blank space padding the rest of the page
below?
