I'd suggest using LaTeX with lilypondbook or ConTeXt with its LilyPond module for stuff like that - at least that's what I do for my songbooks.

I really appreciate to be able to typeset two-column lyrics on leadsheets, but for stuff that needs a t.o.c. I prefer a text engine.
