ANN: Frescobaldi 0.7.16 released

Hi,

Frescobaldi 0.7.16 has been released.

New commands have been added to transpose music, and to convert between 
relative and absolute pitches.

New keystrokes have been added: Alt+Shift+Up/Down to select text til the next 
or previous blank line, and Ctrl+Alt+Shift+Up/Down to move the selected block 
to the next or previous blank line. This gives a very quick way to reorder 
fragments of LilyPond input.

A new tool to create empty staff paper has been added and support for quarter 
tones in all pitch-related functions has been improved.

Dutch, French and Spanish translations have been updated.

Other translators are invited to update the translations: after maybe one 
other bugfix release I would like to release 1.0 with all translations as up-
to-date as possible in December :)
