I found these instructions http://lilypond.org/install/cygwin via Google and have a couple of fixes to suggest: 1) the instructions should be referenced from the download page http://lilypond.org/install/ - I gave up on a cygwin install when I didn't find it there. 2) I found that in the cygwin installer lilypond isn't under "publishing" but under "interpreters" (and the documentation is under "docs".) Just FYI.
