2.13 will never be a stable version.  It will turn into the stable version
2.14.1, which we expect in a few weeks.

You can have both 2.12.3 and 2.13.32 installed on your system and switch
between the two.  Just install the development version into a different
directory, and you'll have a different shortcut to the different version.

In the meantime, although there are still a few critical bugs on 2.13.32, I
personally would use 2.13.32 instead of 2.12.3 (but the official answer is
to use 2.12.3 for production work).
