Much of the documentation navigation was revamped almost a year ago
and is present in the 2.13 devel version.  This should be much better
once 2.14 is out in a few weeks.

We have tried to address that with warnings on the Notation reference:

Thanks for your feedback, but we will not change anything until people
are using the 2.14 docs.  If you think there is still a problem when
you look at those, please email again.
