Actually there is —at least one— GPL-licensed software on the App Store,
and a popular one: VLC Media Player.

There is currently a dispute, one of the primary developers of VLC is
claiming that "Apple AppStore is infringing VLC media player license".
VideoLAN association president Jean-Baptiste Kempf has a different
analysis (and is supporting VLC remaining on Apple's App Store).

To summarize and as he said: « the whole thing is "kind of grey area" ».
