There are various penalties that you can adjust by hand. Try adding
\override Slur #'details #'steeper-slope-factor = #0
\override Slur #'details #'non-horizontal-penalty = #0.0
In this case, the notes go horizontal, so there are penalties that
stops the slur from having a non horizontal slope.
