No, at least I don’t think so.
Many open licenses prohibit alteration or derivative works. See, for
example, the Creative Commons Attribution No Derivative Works license,
<URL: https://creativecommons.org/licenses/by-nd/3.0/ > (or the
non-commercial sibling license, if you don’t want people to make money
off it either).
