"fee" has a bad ring to it.
Ok, this was not the appropriate word - replace it with whatever you
think is reasonable.
We are talking about software that is free
to use and redistribute, and this is _definitely_ something that we want
to stay.  It is more like a social contract.  Do your part in keeping
the things you profit from sustainable.

team".  What uses are there for money?

For me, it is eat, drink, pay rent and social security.
Well; a hired programmer won't spend the whole money he earns into
new computers, even the skilled computer specialists still need food (or
at least coffee) and a dry place to sleep ;-)

currently choose to spend my time on LilyPond.  But I am having problems
saying "make a LilyPond fund, and I take most of it" when I am not
really in an official position in relation with the project.

which do the whole money stuff.

there should be a procedure for _applying_ for them because if we pay
everyone's contribution what it is worth without asking, there will not
be left much left to go around for a long while since the LilyPond user
base is not yet all that large.

The German TeX user group Dante has a secretary on its payroll and
supports for a number of self-driven developments (meaning that people
_want_ to do them and apply for funding), but not for fulltime
developers.  They did that once, and the return of investment was really
awful, and not because of any bad intentions of anybody involved.
I remember the NTS project, which (as far as I understood it) was
not really a step in the right direction ... and IIRC they paid 5000 Euros
for it.

Of course, another good way is to send earmarked money for which you
expect specific tasks to be done in a reasonable amount of time.
Ok, let's take the guitar string bend stuff as an example: I think that
Lilypond would benefit *a lot* if this feature were implemented.
Tuxguitar can export .ly files, but without the bend stuff.

A skilled programmer should be able to implement this for, say, 300$.
I cannot afford that, but I would spend 50$ or 100$. So I pay the money
and hope that others join - but what if they don't? Does the programmer
stop halfway and says: "sorry, I have implemented just 1/3 of your wishes,
so you can do string bends on the e string only.", or do I get my money back?

There have to be one or more people trying to coordinate that sort of stuff,
both unspecified donations and earmarked money.
