More likely "peculiarity" than "bug" though I have not analyzed your
example in detail. Quoted music works by iterating the music in
question and making a record of all stream events generated in that
manner.
When the quote is used, the stream events are replayed in the target
context. So everything that works at the stage of iteration needs to be
active in the context/outlet where the quote is being recorded rather
than when it is played back.
