No, the Notation Reference is a _reference_ manual.  It does not
attempt to explain concepts or techniques: explanations belong in
the Learning Manual.  At least that is the principle - I'm sure there
are many exceptions.  The reason is the length of the documentation -
explaining things twice would make that worse.

And this particular construct is already in the Notation Reference.
