what's wrong with this code - I don't get any warnings!

do I miss something?
Don't see why.  The Piano_pedal_engraver works at Staff level by
default.  Voice switches should not faze it.
Okay, I'll take another good look at the score. Perhaps I'm missing other factors which are causing this, although it always occurs at across voice switches.
