Kieren- perhaps this recommendation did not work because there is only one system per page?  At any rate it didn't affect anything no matter where I placed the spacing stuff.
So if top-margin, bottom-margin doesn't work on a page with only one system and system-spacing doesn't either, what's next to try?  I can set the global staff size smaller but on letter sized paper more than one system per page gets closer to study score size than playable.
Thanks
Jay

Hi Jay,

Did you explicitly set the spacing variables?
http://lilypond.org/doc/v2.14/Documentation/notation/flexible-vertical-spacing-_005cpaper-variables#list-of-flexible-vertical-spacing-_005cpaper-variables

In particular, you probably want to adjust top-system-spacing [= "the distance from the top of the printable area (i.e. the bottom of the top margin) to the first system on a page, when there is no (title or top-level) markup between the two].

Hope this helps!
Kieren.
