These are two things:
a) you have to name your staves (e.g. "up" and "down"), then you can do
\change Staff = "up" to switch your music to the other staff.
b) for the "m.s." you could just use markup (see http://www.lilypond.org/doc/v2.16/Documentation/notation/text), e.g.
e4_\markup "m.s."
