I'm afraid I haven't a clue what you're trying to do here.  Just glad I don't have to play it :-)

 

Have you looked at http://lilypond.org/doc/v2.17/Documentation/notation/displaying-rhythms#polymetric-notation

 

Also note that lily line-breaks across bar lines, so you need to line up your bar lines at some point to get automatic breaking.  This appears to be the problem.
