I wouldn't bother with waiting to get 2.16 through the repositories.
As far as I can see from the Ubuntu web site, even the
shortly-to-be-released Ubuntu 12.10 will have LP 2.14 and not 2.16
in the repository (
https://launchpad.net/ubuntu/+source/lilypond).
I suggest you uninstall Lilypond through Synaptic or apt-get, and
then download the 2.16 install file and run it, using the
instructions on the download page (
http://lilypond.org/unix.html).
