Actually, if you want c'4 to appear to be <c'>4, the simplest way is to make it so:

 c4 c c c
 <c e>4 <c e>4 <c e>4 <c e>4
 <c e>4 q q q
 <c>4 <c>4 <c>4 <c>4
 <c>4 q q q
}
