Thanks Eluze.

After some study I reduced the basic-distance and stretchability of the
score-markup-spacing.  I also reduced the stretchability of the
system-system-spacing and then I expanded all parameters of the
markup-markup-spacing, including a large amount of stretchability.

Things are looking good.  The "words/music" credits now hug the score they
belong to and the pre-title spacing flexes as needed.  Unfortunately LP will
still sometimes place a page break between a score and its markup/credits. 
Is there a way to keep that from happening?
