Yes it's true.

If I comment out ChordName the midi file is correct.

Then?

Is it a bug?

Yes, I can now repeat it.  It seems that `ChordNames' causes problems.
If you comment it out, it works.

Here's a minimum example which exhibits the bug.

  \score{
    \new ChordNames {
      \chordmode {
        g8~ q
      }
    }

    \midi {}
  }

Attached is the resulting MIDI file after processing with a
self-compiled lilypond from commit 436824b8
