But there is only one barline between two bars (between two sections in
your example). That's why it does matter whether there is a repeat or
not. This single barline can look different in the middle of a line or
if it is at a line break and appears on the end of the staff and (for a
repeat) at the beginning of the next one.
You can not assign two different styles to a single bar line.

The new barline interface makes it easier to specify the behaviour/look
of barlines at line breaks.
