Re-read NR 4.4.1 Flexible vertical spacing within systems >
Spacing of non-staff lines

Override Lyrics VerticalAxisGroup property
"nonstaff-relatedstaff-spacing" so that you have "padding" acting and
not "basic-distance".

If this advice does not suffice, please consider adding a minimal
example of your code.
