I don't see why you assume that. There's no particular reason why you need an identical bundled install for every platform -- different platforms come with different expectations on the part of users, so it should be fine to have e.g. a Windows installer that bundles Lilypond with an appropriate IDE, whereas on GNU/Linux you just install Lilypond itself.
