I'm surprised you can't do it with a spanner. Why don't we have something like:

\override TextSpanner #'(center-text text) = \markup { \small Play three times }

This was a quick hack.  It needs to be worked on so it can span multiple bars (and as it stands, the symbol doesn't "mean" anything--it's just a bracket with text).
