I know Lilypond can import MusicXML files, so you could import the MIDI into something that can export Music XML (I think Sibelius might work?) and then import the XML file. I'm not sure if it's possible to go directly from MIDI to Lilypond.

I’m using windows 7 with a screen reader called NVDA.
