How does LilyPond determine where to put pedal marks vertically?

See the attached image where the pedal mark is about 3cm below the
staff. (note that the "a tempo" belongs to the next staff below)

Yes


Sorry - didn't see this before because the title included the word s p a m which means it's diverted to my s p a m folder.

AFAIK, all items in a dynamics context are vertically aligned; this is the point of the context: from the NR: "A Dynamics context is available to engrave dynamics on their own horizontal line."

So what you see is what's intended. If you want pedal marks not to be aligned with each other, you'll need to take them out of the dynamics context.
