In the second measure, there is no music in the quotes.  The quotes are
only one measure long.  So there is nothing to quote there.

You are probably confusing quotes and music variables.  Music variables
are inserted starting at the place you call them.  But quotes/cues quote
the part from the same measure that you are typesetting currently.

If you have a two-measure quote/cue in measure 12, then the material is
taken from measure 12 and measure 13 of the quoted material, not from
measure 1 and measure 2.

In contrast, if you insert a music variable in measure 12, measure 1
from the music variable appears where you insert it.
