One thing I think you would need is the ability to set the likely rate
of chord change - figured bass is an ambiguous notation even when the
figures are relatively complete (and they are rarely that) - but on the
question of whether a note is to be treated as a passing note or a
harmony note it is completely silent.

I already thought about that: maybe one could say something like “only
look at the bass notes every quarter note (except if there are
additional figures on smaller notes)” and let the user set this shortest
duration (maybe defaulting to 1/4).
Well the default would depend on the prevailing time signature, of
course, 1/4 being no use in 12/8 time! Denemo allows you to query the
prevailing time signature.
That is even better—maybe default to the denominator of the time signature unless the nominator is only 1 or 2; in that case, double it:
2/4 ↦ 8
3/4 ↦ 4
4/4 ↦ 4
2/2 ↦ 4
6/4 ↦ 4 (probably better than ↦ 2.)
Of course, this doesn’t suffice to detect all kinds of passing notes. And perhaps it would be better to make the default simpler (no exceptions for small nominators). But these are questions on small details; first I have to find enough time to start the project at all ;)
