A raised space didn't work.  I replaced the space with a character to see where it goes.  The raised markup heads right into the above staff without adding to the skyline or separating the staves.

Odd...I've been using that method for years. In my case I use it to increase distance between two systems. Perhaps it doesn't work on increasing distance between staves of a system, although I feel it should.
