I have used Lilypond on windows.

The trick is to run in within a Unix shell, like https://www.cygwin.com/

If I am not mistaken, there is a lilypond package within the cygwin distribution you can choose when installing.

I have no experience with running convert-ly, or in particular these ancient scripts.
But you certainly can execute .sh files on the cygwin command line in windows.
