compressFullBarRests is simply an alias for set Score.skipBars = ##t - presumably to make it easier to use/remember.

compressFullBarRests does what it says: where there is a section of music that is only full measure rests, they are amalgamated into a single symbol.  It is generally used in instrumental parts.
