since the experts haven't replied yet, I think I can supply part of the answer:  breveTP appears to be just an arbitrary variable name (the "TP" probably refers to the "Tempus Perfectum" of white mensural notation, in which a perfect breve consists of three semibreves.  In modern notation, this would appear as a dotted breve, but in mensural notation the dot is not needed in certain (musical) contexts.

ly:make-duration is explained in the manual (it can be looked up in the index, at least for lilypond version 2.19).

The (lilypond source) context for setting variables is explained in section 2.4.1 of the Learning Manual.
