As was suggested several times you have to add openlilylib to LilyPond's include path (as explained here: http://lilypond.org/doc/v2.18/Documentation/usage/command_002dline-usage)

That means that you have to add -I path/to/openlilylib/ly to your LILYCMD
(maybe additionally add -I path/to/openlilylib while the migration hasn't been completed)
