This is a bug which has been known about since 2.11 in 2007, but for some reason someone decided that it didn't deserve fixing, in spite of the fact that there isn't really another way that I know of to do the same thing. Is there any reason not to fix a known bug that's been around for this long that's been a pain in the neck since I started using LilyPond?

This is a workaround, not a fix. It shouldn't be necessary to use an \override to change an entire score when there's a function intended for that purpose.

My goal is to be able to create a single file which outputs a book including a score and all parts, where the score is staff-size 15 and the parts are 18 or 20, but I apparently need to use several overrides which may or may not result in the same output that would result from set-global-staff-size or a functional layout-set-staff-size.
