There is no misprint in the manual.  The way you used \set is also possible, but because the line in question appears after the closing bracket on the line before LilyPond does not include it in the variable you named (organPart).  If you enclose the entire variable in curly brackets (which will make it into a single music _expression_) then what you have written should work.  (I can't say for sure because the code you pasted can't be compiled without the bits left out - posting a minimal working example would help make sure.)

I just stumbled over this myself.

Actually, in the German translation of the manual the descriptions fo the first two Selected Snippets got interchanged: http://lilypond.org/doc/v2.19/Documentation/notation/expressive-marks-as-lines.de.html#arpeggio
“Arpeggio zwischen Systemen in einem Klaviersystem erstellen” and the corresponding text should refer to the first snippet and “Arpeggio über mehrere Systeme in anderen Kontexten” to the second.

This should probably be fixed to avoid confusion.
