Not sure what's causing this.
2.14.2 behaves as you would expect (after adjusting your code to that
ancient version)

Anyway, try to add:

\layout{
  \context {
    \Staff
    \RemoveEmptyStaves
    \override VerticalAxisGroup.remove-first = ##t
  }
}
