For PDF document building,
current LilyPond uses texinfo.tex ver. 2016-02-15.14.
It cannot create any PDF links with XeTeX.
Today, I've commited
XeTeX table of contents page number link support
to texinfo.tex.

However, still some PDF links (@xref related links)
are not able to create with XeTeX.

Anyway, texinfo.tex that is contained by current LilyPond
can not create any PDF links with XeTeX at present.
