Your configuration seems to have some other problem as far as I can guess.

On 10.11.6 El Capitan, this is the scenario:

sudo dtruss lilypond --version
Password:

dtrace: failed to execute lilypond: dtrace cannot control executables signed with restricted entitlements

It all about this hard to understand ‘rootless’ system that Apple have introduced. It seems you have to adjust things with csrutil, but I cannot get that to work.
