Unfortunately, I could not find the 2.19.48 release (on URL http://lilypond.org/windows.html)  in order to dowload it     :-(

If you go to lilypond.org, then Downloads > Old downloads

You get to this page: http://lilypond.org/old-downloads.html

From there, you follow the link to the downloads site: http://download.linuxaudio.org/lilypond/binaries

Read the README.html to see which version you need.
For windows, it is called mingw.

This binary link is there for 2.19.48:
