according to this bug: https://bugs.gentoo.org/show_bug.cgi?id=604472, the 0.24.0 version of python-poppler-qt4 does not compile against sip-4.19. I'm not even sure where they found the 0.24.0 version, as it's not in our regular repository. I also don't find a version of python-poppler-qt that uses qt5, so I'm not sure the solution over at the github issue (where frescobaldi-3* is being run against qt5, and apparently works ok when python-poppler-qt[5] is recompiled) would work for me.
