Then why not try running lilypond from Command Prompt (admin)?
(Right-click on the start menu, look at
http://lilypond.org/doc/v2.18/Documentation/usage/command_002dline-usage)

That worked for me, and it's the only suggestion I have, other than
trying Robert Murdoch's suggestion above.
