Looks like you are looking for \partial 4 here.

Since we are talking about the Learning Manual in the most obvious
place (even without knowing that what you are looking for is called
"partial measure" or "anacrusis"), I am a bit at a loss how you one can
spend hours reading the manual without finding this.

Looking in the Notation Reference, I find this info at

I'll admit that "Displaying Rhythms" is sort-of vague as a chapter
heading.  Any better idea?
