Fermata below text

This is driving me nuts.  Is it possible to get a fermata closer to the 
stave than markup?  I've tried over-riding Script.outside-staff-priority, 
TextScript.outside-staff-priority and various horizontal and vertical 
padding values, but the fermata always goes above the text for me.
