Go to http://download.linuxaudio.org/lilypond/binaries/mingw/ . Scroll down to the bottom. You will see the latest version offered is lilypond-2.19.80-1.mingw.exe. Will that do?
This is true for other operating systems, too. Has the parent page been updated to 2.19.81 without this version being available?
