Please try lastest plugin 
http://download.savannah.gnu.org/releases-noredirect/linphone/plugins/sources/msx264-1.3.1.tar.gz
1.3.0 unfortunately has a bug which makes it sending non-baseline
streams, that other phone may not understand.
