The lists don't even show up in our queue to be considered ...

I'm attaching a message that I think was sent directly to the bug tracker list and delivered through the list.  The sender is a member of the list, but I thought I had the list set up so that all traffic was supposed to be moderated except for mail sent from the tracker itself.  Maybe I don't have that set up properly.
