De-implement producer compensation
These two entities:
DB_AllowExtraAssetComp
DB_AllowExtraPremComp
remain implemented, because they're actually loads (which are, at least
notionally, passed through to the producer), whereas the unimplemented
compensation entities have no effect on account value.
