 Yes, this is just a hard coded date used in all patches produced by "git
format-patch". The line itself is there just to make the output a valid
MBOX file (in which messages have to start with "From " line) and not used
for anything, see http://marc.info/?l=git&m=117222147724676

 I'm awfully sorry for wasting your time, I somehow completely forgot that
we never integrated this file (and the accompanying change to config.hpp
itself) into master.
